Tillis and associates present legislation to guarantee veterans’ access to high-quality mental health services

Washington, D.C. The Veterans Mental Health and Addiction Therapy Quality of Care Act, which was recently introduced by Senator Thom Tillis and his colleagues,

Would mandate that a study be conducted by an independent non-governmental organization to evaluate the level of care veterans receive for mental and addiction health treatment from providers both inside and outside the Department of Veterans Affairs (VA).

“It is imperative that the VA employs the best treatment practices available to ensure that our veterans receive the highest caliber mental health services,” stated Senator Tillis.

Through an analysis of non-VA providers’ best practices, this legislation allows the VA to enhance its mental health services. I am honored to cosponsor this legislation on behalf of the over 600,000 veterans who call North Carolina home because I believe that veterans should receive the best care available.

Enrolled U.S. military veterans can access the largest integrated healthcare system in the country through the Department of Veterans Affairs, which offers comprehensive medical care. Up to 70% of veterans who qualified for VA benefits, according to recent estimates, got their care from outside providers.

A study is required to determine whether current practices offer veterans the highest quality of mental and addiction treatment, given the high rate of veteran suicide caused by mental and addiction health conditions.

Under the Veterans Mental Health and Addiction Therapy Quality of Care Act, a study must be carried out by an impartial third-party organization outside of the VA in order to:

  • Analyze the outcomes of comparable cases of mental health and addiction treatment provided by outside and inside
  • providers using objective standards like suicide risk and symptom scores.
  • Find out what proportion of outside providers are treating addiction and mental health problems with evidence-based
  • practices.
  • Determine any possible inconsistencies in the way internal and external providers respond to patients seeking treatment for mental health or addiction.
  • Assess the availability of integrated medical care for veterans with comorbidities that may be affecting their mental health.
Evaluate the military cultural competency of providers.
  • Evaluate how simple and adaptable it is to share medical records with the veteran’s medical team.
  • Think about how much outcome monitoring is done by providers during a veteran’s treatment to monitor improvement or lack thereof.

The American Psychological Association, the Veteran Health Care Policy Initiative, and the Disabled American Veterans Association all support the legislation.
